In the three small [boundaries], assembling the saṅgha is divided into three parts: first, narrating the circumstances to show the difference. From “as follows” onward, the second part directly indicates distance. “Seven gabbhas (parikhās)”: as in the chapter on “Assembling the Saṅgha,” where an araṇya beset by danger only binds the three small boundaries, please do not harbor doubts about this. From “hence” onward, it harmonizes the Vinaya and treatises to show that it is acceptable. The treatise clarifies that those of differing views outside the seven gabbhas may perform legal acts; the Vinaya states: “If those of differing views have not left the boundary (meaning they are in the original boundary), they are permitted to gather swiftly outside the boundary in one place to bind a small boundary and confer ordination.” Names and marks correspond, hence it says “there is no difference.” From “together” onward, the third part indicates the place of binding; the above clarifies exceptions and restrictions. From “because” onward, it explains the reasons. Jiong means far. Because it is far, difficulties arise in coming; because it is open, it is easy to see. Settlements are the opposite; that it is not permitted can be understood.
