In [the section on] invalidity, the first three kinds are the reverse of the proper declaration above, where the legal procedure has nothing to apply to. The four kinds from "or" downwards are errors in the use of the legal procedure; having no offense and below having finished repenting are applying medicine where there is no illness; what should not be repented is a mismatch between medicine and illness. For instance, speaking erroneously of the four matters before laypeople requires the punishment of expulsion; it is not suitable for reprimand, hence it says "should not"; the rest follow this analogy. The above are all errors in matters. "Not being in the presence" refers to applying it from afar. The Precept Commentary says: "The persons are invalid and the legal procedure is valid." The text from "and" downwards refers to both persons and legal procedure being invalid: "persons" refers to an incomplete separate assembly, and "legal procedure" refers to errors, omissions, and the like in the karmavācanā. The text from "both" downwards concludes the nine [reasons] above.
