In citing proofs, the Mahāsāṃghika-vinaya next lists three dharmas: first, it clarifies that when the good are strong and the evil are weak, reproof is permissible. From "if" onward, it shows that when the evil are strong and the good are weak, forceful restraint will not be heeded, so speaking to others is permitted as an exception to free oneself from fault. Limiting it to three persons is because four constitute a Saṃgha; in principle one must reprove and admonish, but one fears a schismatic faction. Not acting precipitously is out of fear that they may not share the same view and one would bring affliction upon oneself. From "if not" onward, if speech is again not tolerated, mental intention is permitted as an exception. Facing the unlawful with one's eyes while the mind does not agree is called "seeing and disapproving." Next, in the Mātṛkā: saying "as above" points to being identical with the Mahāsāṃghika-vinaya, as cited fully in the "Chapter on Karmas."
