決犯中。恐疑罰錢非理，成犯盜故。答中，初明非犯。非不下，明有犯。非法制者，通得吉羅；制輕業重故也。

In resolving offenses: fearing the doubt that fining money is improper and thus constitutes committing theft. In the answer, the first part clarifies it is not an offense. From "not not" onward, it clarifies there is an offense. Those who enact unlawful regulations all incur a duṣkṛta; this is because the regulation is light, but the karma is heavy.
