In the correct regulations, first is the Dharmaguptaka-vinaya. The character yao (要) is pronounced in the level tone, meaning a restrictive contract. From "further" onward, the upper line establishes the regulation, and the lower line urges reliance upon it. The Pañcavargika-vinaya has two sections: the upper permits disobeying the Buddha, and the lower commands conforming to the times. This is like the present state regulations where nuns do not depend on monks, registers, official documents, and the like. Below, the Vibhāṣā is cited to further explain the Pañcavargika-vinaya. In the Precept Commentary it is explained: like the case of carrying prohibited goods across a border. This is frequently misapplied; scholars must discern it.
