處眾法中，初引論示法。賢聖即弟子眾。準下，準論誡過。不得下，反上說法。又下，反上默然。

In "Rules for Being in the Assembly," it first cites the treatise to show the rule. The "worthy and holy" refers to the assembly of disciples. "Following..." admonishes against faults based on the treatise. "Must not..." is the reverse of preaching the Dharma above. "Furthermore..." is the reverse of remaining silent above.
