In the fourth [section], on the textual authority for the conditions: In the first rubric, he first quotes the Vinaya text, indicating above what is proper and improper. Regarding 'outside the boundary it is not called receiving', the Commentary says: this applies generally to the time of the jñaptidvitīyā; here it is understood in terms of the temporal conditions, so outside the boundary is without fault. Under 'Fearing...', he reveals the intent: the upper two lines explain the place where one does not hear. Under 'Still...', he explains the place where one sees. He further quotes the Mahīśāsaka-vinaya to further explain what is unlawful. Regarding 'giving rise to faults': it arose because a bhikṣu borrowed another's robes and bowl, and having received [the precepts], sent them back. The bhikṣus told him to go beg for food together; he said he had no robes or bowl himself, and that the Buddha had not prohibited him from borrowing, so the bhikṣus reported it to the Buddha, who thereupon instituted the prohibition.
