In instructing beforehand: First, he quotes the prohibition. Under 'Therefore', he explains that one must understand. Under 'One should', he explains instructing first. Under 'This...', he dispels doubts. According to the treatises, living as a thief is constituted only when participating in the same Dharma; if one must read the karmavācanā, in principle it should not be an impediment. Because of ancient adherents who held that questioning about difficulties did not require understanding the marks, and fearing they might errantly presume it is identical to karmavācanā which must not be read beforehand, he provisionally dispels it. The text below directly clarifies living as a thief, quoting the Four-Part Vinaya that it is constituted only when performed together in the presence of one, two, or three persons, or the assembled Saṃgha. Or perhaps because reading it beforehand makes it easier to understand upon later hearing, this is spoken from the perspective of deep precaution.
