安布中。律因脫衣慚恥，佛言：自今已去，聽問十三難，即列其相，故云但問等。至教授出眾，戒師對僧，兩列問法，但問十六遮，故云及論等。今此合之，難在遮前，故云義準等。

In the arrangement: In the Vinaya, because stripping off robes caused shame, the Buddha said: 'From this day forward, I permit questioning about the thirteen difficulties', and thereupon listed their characteristics; hence it says 'only questioning, etc.' When it comes to the instructor leaving the assembly and the precept master facing the Saṃgha, both list the questioning method, but only question the sixteen impediments; hence it says 'and concerning the discussion, etc.' Now here they are combined, with difficulties preceding impediments; hence it says 'in principle based upon, etc.'
