開章中，標分。僧別兩位，料簡不同。僧是本制，四人已上作法誦戒；別即緣開，對首心念，但陳三說。又下四門：一二通僧別，第四唯局僧，第三有通局；如鳴鐘眾具，制通一人；行籌告令，唯局僧耳。

In opening the chapters, the divisions are marked. The two levels—saṃgha and individual—are evaluated differently. The saṃgha is the original regulation: four persons or more perform the karma and recite the precepts; the individual is the allowance due to circumstances: facing another or in one's mind, merely uttering three declarations. Furthermore, the four gates below: the first and second apply to both saṃgha and individual; the fourth is restricted exclusively to the saṃgha; the third has both broad and restricted [applications]: like striking the bell and [providing] communal implements, the regulation applies broadly to one person; distributing tallies and making announcements are restricted exclusively to the saṃgha.
