In scattering flowers, the Mahīśāsaka-vinaya first explains the exception for the laity. "Bhikṣus may not" clarifies the prohibition for the clergy, with the first sentence prohibiting scattering them oneself. In that Vinaya, because various bhikṣus scattered flowers over a bhikṣu on the high seat, householders ridiculed them, saying they were like kings and great ministers, so the Buddha instituted a prohibition on that account. From "If a white-robed person..." onward, it next regulates receiving the scattering. This means that although receiving it is exceptionally allowed, they must not fall onto one's robes. "They should be brushed away" because it contradicts the appearance of the path. On the seat there is no harm, as there is no fault of superiority. From "Bhikṣus..." onward, the third [point] allows scattering them oneself. The earlier one prohibited making offerings to persons, whereas this grants an exception for adorning the place. The former were all cited incidentally, while this text is the one properly applied.
