In pure water and requisites, it first cites three sections from the Mahāsāṃghika-vinaya, beginning with purifying the hands. "Should first purify" seems in the text to refer to the master reciting the precepts, but here it refers to the person distributing tallies. "Bathing them in fragrant juice": the above was pure water, and this is fragrant decoction; both purify the hands. From "Reciting..." onward, the second explains placing the tallies. This allows counting the precepts, which differs from before. "Miscellaneous phrases" refers to the precept articles; the Sarvāstivāda Vinaya Vibhāṣā says: before the twelfth year, they always recited a single verse; now reciting the five divisions is called miscellaneous. Five hundred exceeds double the count for one section, and seven hundred is still more than a hundred over for two sections; this means the number of tallies should be plentiful and need not be strictly limited. From "If..." onward, the third explains the required communal requisites. From "Who should..." onward, it means appointing three persons in advance. Or, perhaps accepting donated articles requires someone to utter the benediction; below in the Mahīśāsaka-vinaya, the karmadāna is instructed to do this; in this land such occasions are rare, so it is not performed. In the Dharmaguptaka-vinaya, the communal requisites are the same as above. It only explains that junior monks prepare them and the elder directs; the duties of the senior and junior are not confused.
