十九。（佛在俱睒毘，闡陀起屋，虫水和尼招譏故制。）此中大意，過在違慈。疏引光師云：重已所輕（房屋），輕他所重（虫命），深乖慈惻，故須急制。

Nineteen. (The Buddha was in Kauśāmbī; Chanda built a house and mixed mud with insect-laden water, inviting criticism, on which account it was instituted.) The general meaning here is that the fault lies in violating compassion. The Commentary quotes Master Guang saying: 'Valuing what is light to oneself (a house), and making light of what is heavy to others (insects' lives), profoundly contradicts mercy and compassion; hence it had to be urgently prohibited.'
