引緣如上。聖人斷欲，尚遭誣毀；具縛凡夫，豈免譏責！故下，顯制。律中，越村結墮，村中犯吉。是則舉步即制，足彰過深。苦誡來蒙，理須謹奉。

The cited origin is as above. Even a noble person who has severed desire still encounters false slander; how could an ordinary person bound by defilements avoid criticism and censure! Therefore, below reveals the prohibition. In the Vinaya, crossing past a village incurs a pāyattika, while being within a village incurs a duṣkṛta. Thus, the prohibition is incurred with every step, which sufficiently demonstrates how grave the fault is. It is a severe warning to future trainees, which in principle must be diligently upheld.
