The Sarvāstivāda Vinaya Vibhāṣā: the opening phrase universally designates the gravity of the prohibition. From "capable of" onward, it adduces events to explain separately in three parts: First, creating inexpiable karma: schisming the Saṃgha or establishing another Buddha; people will certainly not believe a drunken person, which is why they are excluded. Second, capable of breaking precepts. "All" generally encompasses the five, eight, ten, and full [precepts]. That treatise says: There was a person who drank liquor, committed incest with his mother, stole a chicken, and killed a man; when people asked, he said for all that he did not do it (which is false speech); when even the four [root] precepts are broken, the rest can be known. Indeed, it is because it stupefies the spirit and scatters thoughts, being the root of heedlessness. For it to be a great affliction to śramaṇas, how could it be otherwise! Third, "other diverse evils" refers to the three unwholesome karmas not subsumed by the precepts.
