示開緣中有二，初示病緣，通開可成。不下，次明王臣，別顯敬法諸戒，初示開。良下，顯意。初下，明開制隨時。黔，黑也。黎，眾也。言黑首眾人，即召生民也。

In indicating the circumstances of exception, there are two parts: first, indicating the circumstance of illness, which universally allows an exception. From 'not' downward, it next explains kings and ministers, specifically revealing the various precepts on venerating the Dharma; first showing the exception. From 'indeed' downward, it reveals the intention. From 'at first' downward, it clarifies that exceptions and prohibitions follow the times. *Qian* means black. *Li* means multitude. Saying 'the black-headed multitude' refers to the common people.
