引證有二，《毘奈耶》中。官奪得取，反明比丘，自不合奪。準下，決通前位。以上文中，官還方取，不還不得；可例知處，亦不可取。

There are two citations of evidence. In the Vinaya: 'If officials seize it, one may take it,' conversely clarifies that a bhikṣu personally is not permitted to seize it. 'Based on,' and so forth, resolves and connects to the preceding situation. Because in the above text, only when officials return it may one take it, and if they do not return it one may not obtain it; where one can deduce by analogy, it also cannot be taken.
