次科，先引律緣。一切殘者，盡界同犯也。今下準斥非法。雖不羯磨，白眾同情故。若下，因責盜用，非此犯相。

In the next section, first the Vinaya's circumstances are cited. "All incur saṃghāvaśeṣa" means that everyone within the boundary commits the offense together. From "now..." downward, it censures the unlawful act accordingly: although they did not perform a karmavācanā, because the announcement to the Saṃgha shared the sentiment. From "if..." downward, it incidentally reproaches theft of property, which is not the mark of this offense.
