The fifth also has three [parts]: first, the total number is shown. Second, the translation of the name and meaning: next, the different translations of the three vinayas are cited. The Sammatīya has three meanings that together explain a single name: first, in terms of complexity and detail. With 120, their number exceeds all other classes, hence it says "many offenses"; their essence concerns deportment, hence it says "light and fine". Second, in terms of admixture. Prohibition is precisely proscription. Unlike the previous two classes where, with the exception of match-making and room-building, all are offenses by nature, all the subsequent classes are proscriptive offenses. Third, in terms of frequent violation. Because of the previous two meanings, the third is constituted, hence concluding the name at the end. "Ought to" means the Buddha's prohibition; "effort" does not go beyond understanding and practice. Question: How does this differ from the naming of the "training rules for all" (śikṣākaraṇīya)? Answer: This possesses the three meanings, and its remedial practice is especially difficult, so effort is required; duṣkṛta is not an action by nature and its proscriptive practice is also light, so it merely says "ought to train". Next the *Vibhāṣā-śāstra is cited. Its phrasing differs slightly from the previous Sammatīya, but its meaning is identical to the latter's. The former two schools both take their names based on the remedial practice. The latter Sthavira school names it directly after the essence of unwholesome karma, which is identical to the meaning of "falling". Because this karma can defile the wholesome and pure mind, in the causal stage it is like scorching and burning; furthermore, because it can transform into the blazing retribution of the hells, at the time of the fruit one suffers burning heat. Third, under "Only...", the preparatory offenses are explained. The mention of "only two offenses" is because it shows the graduated difference between heavy and light.
