In the Samantapāsādikā: the opening sentence indicates the heading. "That..." below cites another text: "for other matters" refers to that [text's] explanation of the delimitations of settlements and araṇyas for the precept against stealing, not the robe boundary. "The various masters..." below determines the measurement: thirteen paces equals seven zhàng, eight chǐ. "That is..." below clarifies the openness and obstruction of the various boundaries. Question: Why is it that boundaries established by legal procedure do not allow [an influential perimeter]? Answer: The Precept Commentary has three explanations: First, because there is an established procedure, it lacks [an influential perimeter]; because there is no established procedure, it has it. Second, in a natural boundary, both inside and outside lack established procedure; in a boundary established by legal procedure, the inside has established procedure, while the outside lacks established procedure. Third, a natural boundary is an original restriction and thus an exception is opened; a boundary established by legal procedure is already an exception, so it is not opened further.
