Under citing teachings: the Nirvāṇa [Sūtra] has three paragraphs. First, citing permissions: this is the "Tathāgatagarbha Chapter" distinguishing between heterodoxy and orthodoxy; if someone makes this explanation, it may indeed be followed and practiced; if it is a deviant explanation, it may not be followed, hence it says "some people say." First, it presents the expedient means. From "viewing" downward, it cites matters to explain them: first, explaining calling the light heavy. Because its essence is not an offense in nature it is light, but because receiving and holding it brings many afflictions it is heavy. From "if all" downward explains calling the heavy light: as above it is heavy, but because it sustains the Path it is light. The text enumerates four conditions: lacking offerings and necessities is the first; famine is the second; protecting the Dharma is the third; and subsequent pure donation is the fourth. From "I permit" downward generally enumerates the permitted items. Thus we know that even if necessities are lacking, during times of abundance it is still prohibited; even if it is a time of famine, without the need to protect [the Dharma] it is not permitted; even if it is to protect the Dharma, if it is impure it is still prohibited. Only when all four conditions are fully present is receiving and holding permitted. From "such four dharmas" downward concludes with exhortation. "I for... etc." refers to the four reliances of the Dharma; later in the text, those with the fleshly eye cannot distinguish heterodoxy from orthodoxy, so the four reliances must be explained; for those with the wisdom eye who comprehend phenomena, they are not explained. The sūtra states: "These bhikṣus should rely on four dharmas. What are the four? First, rely on the Dharma, not on the person (the Dharma is the dharma-nature, the person is the śrāvaka; the dharma-nature is the Tathāgata, the śrāvaka is conditioned). Second, rely on the meaning, not on the words (the meaning is the eternal nature, the words are embellished phrasing). Third, rely on wisdom, not on consciousness (wisdom is the Tathāgata, consciousness refers to śrāvakas being unable to properly know the Tathāgata's virtues). Fourth, rely on sūtras of definitive meaning, not on sūtras of provisional meaning (definitive meaning is the Bodhisattva Vehicle, provisional meaning is the Śrāvaka Vehicle)." This means the four conditions permitted earlier are the definitive teaching of the Great Vehicle, which one is exhorted to rely upon. From "if" downward resolves the provisional teachings earlier. From "moreover" downward points to texts on prohibitions, which mostly come from the sixth item. From "it also says" downward cites texts admonishing monastics and laypeople: first admonishing the laity; from "if" downward admonishing the monastics. The rest is as cited below.
