三結罪中，初明二重。綿不入淨，此據成衣相者；褥同重物，亦不入淨，應是小者。餘下，明六輕。言畜少者，謂事稀故。

In the third section, on the determination of offenses: First, it explains the two heavy offenses. Raw cotton does not enter into purificatory declaration; this is based on its having the characteristic of a completed robe. Mattresses are also classified with heavy articles and do not enter into purificatory declaration; these should refer to small ones. Below, it explains the six light offenses. The phrase 'kept in small amounts' means that instances are rare.
