捨法中，前引二律明制捨。下引《僧祇》出捨法。文無受法，故注準之；但改受字為異。不得十六者，以入冬分故。

Under 'method of relinquishment', it first cites two Vinayas to explain the prescribed relinquishment. Below, it cites the Mahāsāṃghika-vinaya to set forth the method of relinquishment. The text lacks the method of reception, so the commentary takes it as a model, merely changing the word 'receive' as the difference. Not being permitted on the sixteenth is because one has entered the winter division.
