The eighth [rule]. (When the Buddha was in Vaiśālī, following the earlier circumstances of the grave falsehood, after assembling the Saṃgha and rebuking them, he then instituted the prohibition.) The name stating "actually attaining the path" is based on the first fruit and above, which is what the precept prohibits. The Sarvāstivāda Vinaya Vibhāṣā states that it was prohibited for two reasons: First, the dharma of the great person is to conceal virtues and disclose all evils; now to proclaim virtues and conceal faults is the dharma of a petty person. Second, manifesting one's noble virtues distinguishes between the worthy and the foolish; if there are those who hear of it, they develop partial, exclusive reverence and lose their original impartial, pure, and wholesome mind. In the degenerate age such matters are rare, so it is not fully explained. Now citing the text of the Commentary, the conditions and marks may be briefly known: 1. Internally actually attaining the path, excluding excessive pride; 2. Stating oneself to have realized it; 3. Speaking to one not fully ordained; 4. The words are distinct; 5. The hearer understands.
