In the third [part], the first [passage] properly encourages. "Reforming the past" means repenting the aforementioned errors. "Cultivating for the future" means aspiring to future transcendence. "Following the Dharma" means relying on the teachings; "renewing" means giving rise to reverence. In the note, the beginning recounts the original intent of the donation; "only..." below shows what ought to be done; "that..." below reveals the benefit. Next, sūtras are cited as proof. King Ajātaśatru committed heinous rebellion and held heterodox views, and only later took refuge in the Buddha and sought repentance, which is why he issued this decree. "Assessing levies" means assigning wealth and goods; "welcoming and escorting" means respectfully serving officials; those households that serve the Buddha were all ordered to be exempt. "How could..." below deduces the reason for gaining faith.
