Second is the abbreviated [prātimokṣa] of Śikhin Buddha. The text has two parts as before. The meaning of the verse text: the people of that Buddha's era mostly engaged in deviant practices to seek heavenly retribution. To counteract that, he therefore instituted the precept, saying, "Just as a person with clear eyes," and so on, meaning that the Buddha's excellent legislation bestows upon all sentient beings the clear and pure eye of prajñā, understanding that sacrificing sheep and the like to worship gods and seek heaven directly incurs dangerous paths and fails to achieve rebirth in heaven; hence it says, "Just as a person with clear eyes can avoid dangerous and evil paths." Having counteracted deviant seeking as explained above, enlightened people in the world who cultivate moral discipline, samādhi, and prajñā can abandon the evils of breaking precepts and afflictions. The rest of the text can be understood.
