Fifth is the abbreviated [prātimokṣa] of Kanakamuni [Buddha]. The people of that Buddha's era mostly took pleasure in dissipation, adhering to deviant treatises, and if refuted by others, they harbored sorrow and grief. To counteract that, he therefore instituted the precept, saying, "Do not let the mind become heedless," which is to abandon deviant treatises. "The noble Dharma should be diligently studied" is to study correct treatises. "Thus being free of sorrow" means that for those who study correct treatises, it is natural for the mind to rejoice; because of joy, the body is at ease; because of ease, the mind is concentrated; because of concentration, there is nirvāṇa. The rest of the text can be understood.
