Seventieth, the precept on associating with an expelled novice. A novice stated that sensual desire does not obstruct [the Path], and was expelled by a motion-and-three-proclamations (jñapti-caturtha-karman). The principle is identical to the suspension of Ariṭṭha, but the names differ: because bhikṣus originally and constantly resided together, now, due to his wrong view, he is not permitted to reside together, and so it is called 'suspension' (utkṣepaṇa), which means to suspend and set aside. A novice originally did not constantly reside together [with bhikṣus]; now, due to his wrong view, he is also not permitted to associate, and so it is called 'expulsion' (nāśana), which means to banish and expel. The precept text has four parts: first, identifying the person committing the offence; second, showing the novice's wrong view and disobedience to admonition; third, from 'that bhikṣu should say to this novice' onward, showing that due to his heresy he must be expelled; fourth, from 'if a bhikṣu' onward, stating the offence for associating with the expelled one. Within the second clause, the text on the method of admonition has three parts: first, identifying the offender as a novice; second, from 'making such a statement' onward, explaining the method of admonition; third, 'and does not abandon it', explaining his disobedience to the Saṃgha's admonition. Regarding the method of admonition in the second part, it consists of two pairs and four phrases, which may be understood by reference to the above. As for explaining the method of expulsion in the third clause, according to the vinaya, expulsion must be carried out by a motion-and-three-proclamations. What is found here in the precept text refers to the words of verbal expulsion uttered by the Saṃgha after the formal act (karman) has already been performed.
