3.131

佛告迦葉比丘言：「若上座既不學戒亦不讚歎戒，若有餘比丘樂學戒讚歎戒者，亦復不能以時勸勉讚歎。迦葉比丘！我不讚歎如是上座。何以故？若我讚歎者，令諸比丘親近；若有親近者，令餘人習學其法；若有習學其法，長夜受苦。是故迦葉比丘！我見如是上座過失，故不讚歎。」（若中座、下座，亦如是。次有上、中、下座如法，反上句是。）

The Buddha told the bhikṣu Kāśyapa: "If a senior monk (sthavira) neither trains in the precepts nor praises the precepts, and if there are other bhikṣus who delight in training in the precepts and praising the precepts, he is also unable to encourage and praise them at the proper time—bhikṣu Kāśyapa! I do not praise such a senior monk. Why is that? If I were to praise him, it would cause the bhikṣus to associate closely with him; if any associate closely with him, it would cause other people to practice and learn his ways; if they practice and learn his ways, they will suffer distress through the long night. For this reason, bhikṣu Kāśyapa, I see the faults of such a senior monk, and therefore I do not praise him." (For middle-ranking monks and junior monks, it is also like this. Next, for senior, middle-ranking, and junior monks who are in accord with the Dharma, the statements are the reverse of the above.)
