At that time, the Buddha told the bhikṣus: "There are three trainings: the higher training in morality, the higher training in mind, and the higher training in wisdom. What is the higher training in morality? If a bhikṣu respects the precepts and takes the precepts as primary; does not regard concentration as primary and does not take concentration as primary; does not regard wisdom as primary and does not take wisdom as primary. If he commits a minor offense against these precepts, he repents. Why is that? Because in this case, it is not like a broken vessel or a cracked stone. If it is a major precept, he should maintain it firmly, dwell well in the precepts, cultivate it with intimate observance, act without breaking or faltering, and act without defilement. Always cultivating in this way, he severs the five lower fetters, attains nirvāṇa in the higher realms, and does not return here. If a bhikṣu respects the precepts and takes the precepts as primary, respects concentration and takes concentration as primary, but does not respect wisdom and does not take wisdom as primary, it is as above. If a bhikṣu respects the precepts and takes the precepts as primary, respects concentration and takes concentration as primary, and respects wisdom and takes wisdom as primary, his āsravas are exhausted and he attains the uncontaminated liberation of mind and liberation by wisdom, directly knowing and realizing before himself: 'My rebirths are exhausted, the holy life has been established, what had to be done has been accomplished, and there is no further returning here.' One who practices fully achieves complete fulfillment; one who does not practice fully achieves incomplete fulfillment. I say that these precepts are not in vain." The Buddha spoke thus, and having heard it, the bhikṣus rejoiced, received it with faith and delight, and upheld it.
