Seventeenth: The precept against relying on power to solicit and beg. It is instituted because it troubles others. All seven assemblies share in the transgression; it is instituted commonly for both the Mahāyāna and the Hīnayāna. The narration of matters has three [parts]: first, clinging close for the sake of gain; second, improperly soliciting and begging; third, citing the wrong and concluding the offense. Depending on power to solicit letters, entrust placements, beat and strike to beg and demand—whether done by oneself or instructing another to do so on one's behalf—all violate this precept.
