Thirty-sixth: the precept against failing to take pledges. A pledge is a mind of resolute certainty, the courageous and resolute resolve within a vow. At the beginning of practice, the mind is weak and needs to be guarded and upheld. If one does not generate this mind and make the resolve, transgressions will also arise, hence it was instituted. All seven assemblies equally commit an offense, but the applications are not necessarily all exhaustive. Mahāyāna and Hīnayāna do not share it; it is not instituted for the two vehicles, whose minds are easy to guard and uphold. The narrative of events has three parts: The initial sentence marks the exhortation to generate [the pledge]; from "One vow..." onward is the requirement to take pledges to uphold the precepts; the final sentence concludes that failing to generate it is a fault; and the thirteen recurring clauses in between properly clarify the substance of the pledges.
