Forty-second, the precept against explaining the precepts to wicked persons: All who have not yet received the bodhisattva precepts are called 'wicked persons'; established because if one expounds them beforehand, they will not be earnest when receiving them later. It applies to all seven assemblies, and is prescribed in both the Great and Small. The account of the matter has three stages: First, one must not explain them recklessly, with the sole exception of kings, non-Buddhists, and wicked persons—that is, the ninety-five kinds. From "These wicked persons" below, second, those who do not receive them are all wicked persons, being born in vain and dying in vain, identical to beasts. From "Yet a bodhisattva" below, third, citing the transgression and concluding the offense.
