Forty-fifth, the precept against failing to transform sentient beings: A bodhisattva arouses the aspiration for the sake of beings; seeing any creature possessing consciousness, they must teach and transform them so that they attain awakening. Established because failing to do so violates the conduct of a mahāsattva. It is an offense shared by all seven assemblies, not shared between the Great and Small. For a mahāsattva, transforming sentient beings is primary practice; the Small Vehicle seeks self-deliverance, so failing to transform is not an offense. The account of the matter has three layers: First, encouraging the arousal of great compassion; failing to arouse it is a concomitant rule. Compassion can eradicate suffering; mahāsattvas constantly vow that sentient beings be freed from suffering. From "If entering all" below, second, enumerating the matters of the compassionate mind, of three kinds in all: 1. seeing humans, causing them to arouse the aspiration; 2. seeing animals, causing them to arouse the aspiration; 3. wherever one goes and whomever one sees, causing all to arouse the aspiration. Because these are urgent necessities for deliverance, these three are required, binding both monastics and laity alike. From "If a bodhisattva does not" below, third, citing the transgression and concluding the offense.
