"Regarding 'In the Prajñaptiśāstra [...] one should know that it is also thus': this explains the second and third lines, as well as the two words 'reverse order' in the fourth line. First, the treatise is cited to explain the four kings: the iron-wheel king rules one, namely Jambudvīpa; the copper-wheel king rules two, adding Pūrvavideha; the silver-wheel king rules three, further adding Aparagodānīya; the gold-wheel king rules four, further adding Uttarakuru. From 'The sūtra' onwards, the sūtra text is reconciled and explained. According to the treatise, four wheels are spoken of; the sūtra speaks in terms of the preeminent and mentions only the gold-wheel. Having finished citing the sūtra as proof, the author of the treatise explains: 'Since this is so for the gold-wheel, the turning of the remaining three wheels should be known to be likewise.' Or it can be understood altogether that the sūtra text focuses on the preeminent, mentioning only the gold-wheel, and the remaining three are explained by analogy.
