「論曰至具二形者」者，釋初兩句。於北洲中無殺生等麁重業道，無不律儀。扇搋、半擇，名二黃門，如前已說。餘文可知。

Regarding 'The commentary says... those possessing dual sexes': this explains the first two lines. In Uttarakuru there are no coarse courses of action such as taking life, so there is no non-discipline. Saṇḍha and paṇḍaka are the two kinds of eunuchs, as explained before. The rest of the text can be understood.
