「於有情類至名瞋業道」者，釋第二句。於他有情欲為傷害，以過重故名瞋業道。若瞋自身及與非情，以過輕故非瞋業道。

Regarding "Toward sentient beings [...] is named the path of karma of ill will": this explains the second line. Desiring to harm other sentient beings, because its fault is grave, is named the path of karma of ill will. If one has ill will toward oneself or toward the insentient, because the fault is light, it is not the path of karma of ill will.
