17.73

「七俱轉者至得苾芻戒」者，明七業道與思俱轉。七俱轉者，謂善意識無定道隨心轉色，正見相應現在前時得上三戒，於前六上加正見為七業道俱轉。或惡、無記心現在前時，得苾芻七支戒，亦七俱轉。

Regarding "Seven functioning simultaneously up to obtaining the bhikṣu precepts": this clarifies seven courses of action functioning simultaneously with volition. 'Seven functioning simultaneously' means that when a wholesome mental consciousness without material form conforming to concentration or the path, and associated with right view, is present, one obtains the three precepts above; adding right view to the previous six makes seven courses of action functioning simultaneously. Or, when an unwholesome or indeterminate mind is present and one obtains the sevenfold bhikṣu precepts, seven also function simultaneously.
