"In Uttarakuru, up to according to their applicability": this explains the fourth and fifth lines. In the northern continent, the paths of action of covetousness, malice, and wrong view are all definitively possessed, but because they have not been severed, they are not active; because they do not appropriate [possessions as] 'mine', covetousness is not active. Although they engage in desire and the like, they also have covetous attachment, but being mild, it is not a path of action. Because body and mind are gentle, there are no matters of harm; hence the path of action of malice is not active. Because there is no evil intention, the path of action of wrong view is not active. Only idle talk is universally active and possessed: because they sometimes sing with an impassioned mind, there is idle talk. The remaining six paths of action are neither possessed nor active. Why is that? Because they lack evil intention, there is no killing, etc., among those six. This is the general explanation. Furthermore, a specific explanation says: because their lifespan is fixed at a thousand years, there is no path of action of killing. Because they do not appropriate property of their own or others, there is no path of action of theft. Because they do not appropriate women as wives or concubines, there is no path of action of sexual misconduct. Because body and mind are soft, there is no harsh speech. Furthermore, the *Nyāyānusāra* says: 'Because their speech is clear and sweet, there is no harsh speech. Because it is useless, there is no false speech or divisive speech.' Furthermore, the *Nyāyānusāra* says: 'Because they lack a deceitful mind, there is no false speech. Because they are constantly harmonious, there is no divisive speech. They are interpreted according to their appropriate meaning, hence it says "according to their applicability".'
