As for "A mind abiding in a lower stage ... does not mean an anuśaya": This resolves a tacit objection. The gist of the tacit objection is: If one craves and seeks an upper stage, this lower craving is able to take the upper stage as an object. In order to resolve this tacit objection, it is stated thus: When a mind abiding in a lower stage seeks an upper stage, this is wholesome desire for the Dharma (chanda), and does not mean an anuśaya.
