「餘欲界繫至皆不善性」者，釋第四句。於三界中除前所說，餘欲界繫一切隨眠，與上相違，皆不善性。

As for "The remaining [anuśayas] bound to the desire realm ... are all unwholesome in nature": This explains the fourth line. Among the three realms, setting aside those explained previously, all remaining anuśayas bound to the desire realm, being contrary to the above, are all of an unwholesome nature.
