Regarding "Other masters say... noble and non-noble truths": this relates a different view. Other Sautrāntika masters, or perhaps Sthavira masters, say: The two [truths of] cessation and the path are solely noble truths because they are accomplished only by the noble, not by ordinary beings. Ordinary beings merely suppress defilements and cannot genuinely sever them; therefore they cannot accomplish the truth of cessation. The remaining two, suffering and origin, are both noble and non-noble truths because both the noble and ordinary beings accomplish them. This master explains in terms of attainment. Another explanation: The two truths of cessation and the path are solely anāsrava and are contemplated only by the noble; therefore they are solely noble truths. The two truths of suffering and origin are also contemplated by the noble, and are thus called noble truths; being solely sāsrava and also contemplated by ordinary beings, they are called non-noble truths.
