"The treatise states... establishes liberation both ways" explains the upper two lines. The concentration of cessation (nirodhasamāpatti) is named liberation. Among the eight liberations, the eighth liberation has non-defiled ignorance as the essence of the obstacle; because it obstructs the other liberation, it is called the obstacle to liberation (vimokṣāvaraṇa). When attaining the concentration of cessation, because one can be free from the obstacle to liberation, one is called free from the obstacle to liberation; hence it says that relying on concurrently attaining the concentration of cessation to be free from the obstacle to liberation, one establishes liberation both ways. The rest of the text is clear.
