29.69

「有能受持至唯住千載」者、釋下兩句。有能受持、謂能誦持三藏教法、即誦教者。此釋有持者及正說者。謂能正說三藏教法，即說法師。此釋有說者，由此二人，佛正教法便住世間。有能依教正能修行三乘菩提分法者，佛正證法便住世間。故隨三人住世時量，應知正法住爾所時；聖教總言唯住千載。

"There are those capable of upholding [...] abides for only a thousand years": this explains the lower two lines. "There are those capable of upholding": that is, those capable of reciting and upholding the doctrinal Dharma of the Tripiṭaka, namely the reciters of the doctrine. This explains "those who uphold." And "those who correctly proclaim": that is, those capable of correctly explaining the doctrinal Dharma of the Tripiṭaka, namely the Dharma masters. This explains "those who speak." By virtue of these two kinds of persons, the Buddha's true doctrinal Dharma then abides in the world. When there are those who, relying on the doctrine, are capable of correctly practicing the factors of awakening of the three vehicles, the Buddha's true Dharma of realization then abides in the world. Therefore, in accordance with the duration of these three kinds of persons dwelling in the world, one should know that the true Dharma abides for that long; the sacred teaching states in general that it abides for only a thousand years.
