「除此三根至皆定成就」者，明餘十九或成、不成。如上所遮即不成就，於非遮位皆定成就。
"Excluding these three faculties... is definitely possessed": this explains whether the remaining nineteen are possessed or not possessed. As excluded above, they are not possessed; in states that are not excluded, they are all definitely possessed.
