「流轉所依至前十四根」者，於流轉位約四義立前十四根。三界生死以識為主，識起必以六根為依，此六根生由女、男根，此六根住復由命根，六根受用境界復由五受，因彼五受六根領彼境界故。受用境界名為領納，不同於受。

Regarding "The basis of transmigration... are the first fourteen faculties": in the state of transmigration, the first fourteen faculties are established in terms of four meanings. Transmigration within the three realms takes consciousness as primary, and the arising of consciousness necessarily relies on the six faculties. The generation of these six faculties is due to the female and male faculties. The duration of these six faculties is, furthermore, due to the life-faculty. The six faculties' enjoyment of objects of experience is, furthermore, due to the five sensations; because of those five sensations, the six faculties experience those objects. To enjoy objects of experience is called experiencing (lingna), which is distinct from sensation [as a mental factor itself].
