「有餘師說至外異生品」者，敘化地部計。即是毘婆沙婆提，此云分別論師，計信等唯無漏，故世尊說「若人成就如是信等名阿羅漢。乃至若人成就如是信等名預流向。」作是語已復作是言「若全無此信等五根，我說彼住外異生品。」以此故知，信等唯是無漏。

Regarding "Other masters say […] the category of external ordinary persons": this recounts the doctrine of the Mahīśāsakas. That is, the Vibhajyavādins, translated here as the Distinctionists, who maintain that faith and the others are solely untainted. Hence the World-Honoured One said: 'If a person is endowed with such [faculties as] faith and the rest, they are called an arhat […] up to, if a person is endowed with such [faculties as] faith and the rest, they are called one approaching stream-entry.' Having spoken these words, he further spoke these words: 'If one entirely lacks these five faculties of faith and the rest, I say that they abide in the category of external ordinary persons.' From this it is known that faith and the others are solely untainted.
