"All minds and mental factors... can only be grasped by awakening discernment": this praises the subtlety of the aspects of mind and mental factors, as can be known from the text. If arranged according to the sequence of their meaning: first, desire; second, attention; third, volition; fourth, contact; fifth, sensation; sixth, conception; seventh, determination; eighth, discernment; ninth, mindfulness; tenth, concentration. The reason the verse does not follow this order is to show that they arise together simultaneously in a single instant; or, the five beginning with sensation show that their defiled function is predominant, while the five beginning with discernment show that their pure function is predominant. They are stated according to category of function.
