12.65

論「如是已辯至為成劫位」，自此已下大文第二明人，第一明獨覺、第二明四輪王、第三明小王興。此之一頌，第一明佛、獨覺。

On the Śāstra's text, "Having thus distinguished... as the periods of the kalpa of formation": From this point below is the second major section, explaining persons: first, explaining pratyekabuddhas; second, explaining the four cakravartins; third, explaining the rise of minor kings. This single verse is the first, explaining Buddhas and pratyekabuddhas.
