14.130

論「次離飲酒至諸事業故」，答。若不受不放逸支，不能離失念故。若失念忘失應作、不應作事，心樂故遂犯尸羅。

The commentary states: "Next, abstaining from drinking liquor [...] various undertakings", an answer. If one does not receive the factor of vigilance, one cannot avoid loss of mindfulness. If through loss of mindfulness one forgets what should and should not be done, then because of mental indulgence one ends up violating śīla.
